It depends on the build implemented by the hardware manufacturer. I suspect most will opt to not include the Windows shell and have it boot directly into Windows Media Center.

I believe it does but I haven’t tested it at home yet so I’m not 100%. This could also be a case similar to CableCARD where it didn’t make it into the public beta but is in the final.
