Vista says no tuner avail with HDHome run

Somedays it works somedays it doesn’t. When I go to watch TV it takes about 10-20 seconds and it will say ther is not tuner detected or sometimes it says the tuners are in use. I can go to Vista setup and see the signal has 5 green bars and I can also watch the channels via VLC.

So I wonder if all my cyberlink decoder issues were the problem. If so what can I reinstall or do to fix VMC.
