    Without seeing their work, it’s hard for me to comment on how the number is generated. I can really only say that it does not match my findings or experience with this CPU (the main power pull).

    Unless the PSU is grossly ineffiencient, I cannot see how it would be a problem. I would certainly build a system like this and be perfectly comfortable running it off a 150W brick. I have done so in the past with a 150W picoPSU and similar components. That said, without actually testing it I can’t verify that it would work.
