      So if you have a bunch of ripped DVDs in h.264 would this do anything? 

      Also is there a way to get near blue-ray quality at the point of encoding instead of at the point of playing?

      Interesting $20 piece of software though. I’d pay for it if it could be integrated into other front ends.
