PS won’t power up if CPU power is plugged in

    I bought an nMedia 280 htpc case a while back & it came with a 400w PS. When I tried it, the computer would start but shut down immediately. If I unplugged the CPU power, everything would start & keep running. After research, I thought it was because my system wasn’t drawing enough amps for the PS, which is a high efficiency model, to start up. I had an AMD 3000+ Venice CPU & was using the on-board 6150 video. I ended up using a 400w Orion PS.
    I recently upgraded the cpu to an X2 3800+ & yesterday installed an Asus EN8600GT Silent VC. I tried the nMedia PS & got the same result as before, so I put the Orion back in.
    The system is:
    MSI K8NGM2-FID mobo; X2 3800+ dual-core CPU; 1gb RAM; Asus EN8600 GT Silent VC; Pioneer 109 dvd; WD 320gb HDD; WD 500gb HDD.
    Any thoughts?
    Also, the mobo has a 20/24 pin main power connector.  The manual says that it can be used as a 20 pin.  Is there a benefit if it’s used as a 20 pin?
