Remote control when WMC is not the focused window

I have a dual monitor setup and I watch WMC on one while using the other monitor for other programs. My remote control works fine when the WMC is the focused window, but when I’m using another program, the remote control doesn’t work. Is this just my remote (VRC-1100) or does this affect all remotes? Any advice?
